According to Apple, "iPad lets you know when you’re about to reach your data limit so you can add more." How does ipad let you know this? By email?

Monitoring data usage is a pain, because I have to sign in each time in order to check my account. Is there an easier way to monitor this?

Hi. You are correct in saying it is a pain to check your data remaining by signing in each time. I use an app called data usage from the app store to monitor my remaining amount. Very accurate indeed. Notification is in the form of a pop up on your iPad. You will be notified several times before reaching your plan amount. Hope this helps!
 
The data usage app is very simple to set up and use. It places an icon on your spring board which makes it a lot easier to check your data usage!
 
Thanks! One other question - when I hit the 2G limit, does AT&T shut off the 3G access, or does it start automatically charging for excess data?

Yes your 3G access is cut off. It adds 10 GB of data automatically only if you have l signed up for a post paid plan with AT&T. Since you are prepaid with the iPad, no worries of overages! Cheers
