If I buy an app in apps store.. Then I format my ipad do i need to buy same apps again to install?

No you don't. Once you purchase an app you never have to buy it again. If you go to the app store via your iPad, on the bottom left, I think, you will see "purchased apps" Something like that!

Also ~ if you try to buy it again, it will tell you "already installed"

Yes bottom right. Or just search the app you want and when you install it, it will say purchased app.
