Huh. That's odd. Have you tried the usual fix - restart or reset the iPad (or both)?
Or, what happens if you try to view that PDF in another browser ... or a PDF reading app ... or even an e-book app? Maybe one of those will display the PDF better?
For the specific problem of that PDF in that browser - I've got nothing other than a suggestion to try a different app. Sorry.
