It didn't work for me in 4.2.1, much less 4.3.1.

Don't think WeatherIcon has ever been given iPad compatibility... We have different icons to the iPhone platforms, so it would need to be specifically targeted to our device...

Try open notifier.
Icons in the status bar for stuff like emails and things. No weather though.
