Task manager?

Is there a windows task manager type app in iPad to terminate multiple apps at once? Double tapping home key and then closing them one by one is pain.

No - there is no such app. But there's not really any need to 'close' those apps. Apple's iOS is not really multi-tasking - those apps are suspended and can only perform a very limited range of activities....see this Apple document...
