   Is there an App available for IPad that allows you to move the Icons like the Barrel App? I don't want to jailbreak my device....but this App from Cydia is soooo kool!

   Nope, sorry. There is no such thing available to stock iPads.
   
   So, it's Jailbreaking for you - if you want the Barrel tweak.
