Do you have a bluetooth keyboard paired with the iPad? If it is on and in range it will prevent the touch keyboard from appearing. YOu can make the keyboard pop up with the eject key on the keyboard, if you have one. The Apple keyboard, most keyboards made for the iPad, and some other keyboards have one. It's an up arrow with a line under it.

If that is not the issue, try restarting the iPad, and if that does not work a reset. Best I can do for you without more info, and probably even then.

Restart: Hold down the power button until the power off slider appears. Slide it off. When the iPad finishes shutting down, hold down the power button again until the Apple logo appears.

and then a reset if that does not work.

Reset: Hold down the power and home buttons until the Apple logo appears. The iPad will reboot. This usually takes a bit longer than a restart.
