Just moved my sim card from 6+ to mini4

and chatted with Apple chat to get it to function as phone but no phone icon has shown up
The iPad is a cellular model but have never used it before as such.

You won’t be able to get the phone icon to show up because the cellular version of the iPad can only be used with cellular data; it has no voice capability. The only way to make a phone call from an iPad is to relay the call through your iPhone.
