Ipad2 and iphone interconnection

Can i used the ipad instead of the iphone as the hotspot? In my case i've already subscribe the data plan for the ipad and my iphone mainly using the wifi at the office or in the public hotspot. Can it work both sides as the hotspot or can it not? Thanks in advance for the responses.
