Elite facility/robotics facility/advanced air units

I'm new to this game and really loving it! Now i'm lvl 16 and progressing, but sometimes i found some player with lvl only 8 -15 but have a magnificent base, with elite training facilities, robotics facilities and advanced air! I want to built it, but in my store it requires lvl 20?? Could someone please help me how can i built these facilities when i'm only lvl 16??thanks for the advice!

I've seen the same thing and I'm a Level 52 now. It HAS to be people bying the gold! Because I'm a daily player and some of these upgrades literally take DAYS to complete - it's not a fast game without the Gold to complete things faster AND buy indestractable units...
