Displaying high resolution aerial photographs

Hello

Does anyone have any suggestions about how to use an iPad 2 to display aerial photos?

The iPads are for work purposes and we need to carry out survey work of a large area of coastline.
Instead of printing of loads of high resolution maps, we wondered if its possible to get these on the iPads we have and use them in the 'field'.
We need them to be high resolution, photos at 1:1000 or 1:2000. Some of the features we need to see are 5 meters in size for example.

We have the files for the aerial photos, but aren't really sure what to do with them. I'm not particularly iPad savvy yet!

Does anyone have any suggestions?
