Control of installed files destination?

When I use iTunes to upload a file, how do I determine, or control, the installed app that will be associated with that file? Is it under my control, and if so, how? After it has been uploaded can I change the app that the file is associated with? TIA

As soon as the file is in an app on your iPad, you often have the possibility to open it in another app, which means in many cases that you download it to the app you chose.

An example:
In Dropbox, when you select the "Share" button:




You get the option to "Open in...", and when you tap it, this will show you the apps that can open the file:




To view them all, slide left/right and select an app.
