Again, there are no apple stores in the Philippines, only retail stores.

If the battery is not the problem, and the chargers are not the problem, then its probably the charging ports that has the problem. It may have been damaged.

I'm not sure, although it's just a hunch that it may have been the charging port, if it's not try making a full restore. If neither works then it probably means that your iPad battery is nearing its end. I haven't seen a retail store making diagnostics, its usually Apple Stores who is able to run diagnostics.

Very often the iPad doesn't recognize that it's connected to a power source. This might be rectified with a reset.
To reset, press and hold Home and Power button simultaneously until the Apple logo appears. Let go of both, the iPad will power up on it's own.

It could very well be the charge port which is replaceable. You will either need to track down a reputable repair shop or you could DIY (check out www.ifixit.com who offer guides on how to do these things). Keep in mind that it won't be easy opening up the iPad.

Also, there's the possibility of cracking the screen while trying to remove it to access the charging port.

Yes, this is true, but even with a new glass screen, you will still be less than $50 in parts and have a working iPad by carefully following the DIY route. Which, I admit may not be for everyone...
