I think its going by previous releases they are always at 10:00am PST, this is then calculated with all the time zones and thus giving release times globally.

If the past is any indication, iOS 6 will be released around 10 AM PST, 12 PM CST, and 1PM EST. This is just based on what Apple has done in the past. They may always shift it up.

Actually, a lot of folks are saying they were let down by iOS 6 because Apple didn't take any chances. I'm not one of them, though. I'd rather they not take any changes that might ruin the overall experience. There are several really useful features in iOS 6.
