Hi there and welcome to iPF!

There's a difference between Photo Stream and Shared Photo Stream. The latter works with iOS 6 or later and isn't available on iPad 1.
Photo Stream has to be activated in Settings - iCloud - Photo Stream - My Photo Stream.
