Rescue EMail Address Change??

Hi all,
Been trying for an hour or so to change my "rescue email" address per the Apple site.
i logged on with my Apple ID/Password but the instructions don't work.
It won't send an email code to my new email address after several attempts. Nothing in junk either.
Then it says to go to the IPAD. Why, I have no idea? Not changing the Apple ID or password!!
Theres nothing there that can be done!!
