problem with Home screen rotation

Since updating to iOS 8.1.3, the home screen on my iPad 2 is stuck in Portrait mode and won't rotate. All apps rotate normally. Annoying, as I mostly use it in Landscape. I can't find a solution. Is this a bug in the new operating system, or is it a setting I have inadvertently changed?

Welcome to iPF!

After updating, reset your iPad. This won't remove any data or settings, it could help with the glitch you're experiencing. To reset, press and hold Home and Power button until the Apple logo appears. Let go of both. The iPad will power up on it's own.
