Problem after restoring iPad to factory settings

Hi,
I encountered a problem when I switched on my iPad 2, all I got was screen saying connect to iTunes, the iPad had been work fine for around 3 weeks since I purchased it. I read up on the internet and it appeared the iPad had gone into recovery mode, the solution given was to hold in both buttons for a minimum of 10 seconds to restart the iPad and take it out of recovery mode but this failed to work.
I then tried plugging it into my computer and connecting to iTunes, the iPad was detected but a message came up saying the iPad was in recovery mode and would need to be restored, I restored the iPad through iTunes and everything work ok and the iPad was displayed on the left hand task bar and could be accessed.

The problem came when I unplugged the iPad from the computer and switched it on, I got the apple logo to start with and then a message saying setup incomplete with the following options below continue, wifi settings and start over, on the left hand side is a language selection. But when I have worked through these options nothing works I just end up back where I started, please can anyone advise how to get past this stage and have my iPad working again? Has the restore gone wrong?
