New ipad unlocking

An u unlock new iPad on orange to all networks brought mine used from cex so orange won't unlock it for me please help

The OP as an iPad that is locked to Orange, which Orange will not unlock. The OP is asking for help in unlocking the iPad so it can be activated with any cellular carrier.

Hy sorry if I wasn't clear I have iPad 3rd gen locked to orange network ,orange won't unlock it but I would like it unlocked to use on other cellular networks scifan
Also I was unsure if I should upgrade to iOS 6
