I go on iTunes and go to purchase a song, and it says PURCHASED and you are unable to click it.... How can I re download?

From iPad, open iTunes app.
Click on Purchased tab.
Download.

Contact Apple.

You should also take your address off your profile here, which is visible to all. Many cases of credit card fraud stem from cardholders revealing info that they shouldn't, including when they're phished by scammers.
