is this account a game centre account

Probably a silly question, but I can't find where it says what a game centre actually is.. And people seem to keep posting on here

I'm thinking in particular of adding neighbours in Sims freeplay

Came Center is tied to your iCloud or Apple ID. Just open the Game Center app and sign in. You'll be asked to provide a unique name. Once you are signed into Game Center, all you have to do is turn it on in the apps you want to use Game Center with.
