Is there any app to enhance image quality?

Nope. You might find apps that 'enhance' contrast and levels, or try to minimise grain and noise, but not the resolution.

the ipad's camera shouldn't really be used to take any photo's of quality to be honest. But, even given it's low spec qualities, you still can take a decent photo. excellent lighting is the key. tons of it. go check out our photo thread. there's some great ipad2 photos in there.
