Is there a way to restore an iPad to factory settings

My brother-in-law had his briefcase stolen while he was moving overseas. It was found and turned into the airlines but he had since replaced everything. He sent me his old one but cannot remember the passcode. Is there a way I can reset the iPad to factory settings through my own computer?
 
Absolutely. Just connect the iPad to the latest version of iTunes and select Restore. iTunes will do all the work and when it's done, elect to restore as new.

Then, you'll have an iPad running the newest iOS (5.1.1) and it'll be good to go (the pass code will be removed with the restore).

When I plug into iTunes it will not connect without a passcode.

My iTunes was not the program that was used for the initiial set-up of the iPad.
 
It doesn't matter - as I assume you are going to want to set up the iPad as yours. You start out with a "fresh" iPad just like it came out of the box. Then, you start loading your own apps on it, using your Apple ID.
