Iphone 3GS tethering to my iPad 16gb WiFi only?????

I have an iPhone 3gs 16gb( not jailbroken updated to 4.2.1) and called AT&T to switch data plans and all.

Turned on the option on my phone to connect via bluetooth. Then went to my iPad 16gb Wifi only( updated and not jailbroken) to trun bluetooth on.

I am lost from there!!!!! Please help.

Sorry, but you can't power your iPad from your iPhone without jail breaking. Sounds like AT&T will be allowing iPhones to be a "my fi" spot shortly(after Verizon releases same). That will definitely work if made available.
