iPad mini just restarting and nothing anymore

Hello, so I have iPad mini 2 sim and I made an iOS 9.0.2 new jailbreak. So after jailbreak my iPad was very laggy, so I made a restore, during restore my iPad stuck on Apple logo i pressed Home and Wake up buttons, and apple logo shows up and reloading again, apple logo shows up and reloading again it's reloading about 20 hours, but now I discharged iPad and charged again and it does that again, apple logo shows up and ipad restarting, apple logo shows up and ipad restarting and i can't do anything. PLEASE HELP :/

You can try this tutorial. Unless your iPad has a hardware issue, it will work. TUTORIAL - Failsafe method to restore the current version of IOS

I forgot to say that itunes didn't react when i plug in iPad to computer, computer didn't react too.

Do you have a Mac or a Windows PC?

You mention you have a WIndows PC. Are you running WIndows 10? There's a glitch in Windows 10 where iTunes has an issue recognizing iPads.

If you are on Windows 10, you could restore the iPad by using another computer that hasn't been upgraded yet.
