Ipad 2 restarting every time

Yesterday night charged my ipad and today it's not working anymore.
It restarts every time and I see apple logo and then disappears and restarts again
Can go to dfu or restore mode but when I restore in iTunes it stops when it's checking with apple and gives error 9
Who knows what I can try more ?

Do you have your security software on the computer disabled? Sometimes the security software can prevent your computer from properly communicating with the Apple servers during the restore, leading to error 9 among others.

Yes I have even tried it in different computers also shut off all virus programs
Strange thing is when I connect to iTunes during restore the ipad shows no serial number maybe that's why apple maybe doesn't approve the restore???
