IOS8 download frozen screen.

My screen is frozen showing a battery charger image and the ITune symbol. I cannot connect to ITunes because I have no way of doing that. Suggestions please

Try resetting your iPad: press and hold Home and Power button until the Apple logo appears, release both and let the iPad power up.

If this doesn't help, there's no other way than to use recovery mode to restore it, and you'll need a computer to get this done.

Maybe you can use a friend's computer. Or if there's an Apple Store near you, they'll be able to help restoring it.
