Just updated iPad 2 from 6.0.1 to 6.1 .... No major issues, but somehow it seems that it's not as touch sensitive as before the update. Some things are nearly impossible to "activate" now. Anybody else experiencing same?

I like to do a restart before and a reset after an update.

The first clears memory, making it less likely something will go wrong during the update. The second clears out any small glitches that might linger after the update.

Give it a try and see if it works for you. The reset, that is. You've already survived the update, so no point in the restart. ;)

Restart: Hold down the power button until the power off slider appears. Slide it off. When the iPad finishes shutting down, hold down the power button again until the Apple logo appears. Apple recommends you restart the iPad at least once a month.

and then a reset if that does not work.

Reset: Hold down the power and home buttons until the Apple logo appears. The iPad will reboot. This usually takes a bit longer than a restart. takes a bit longer than a restart.
