I feel watched! Location service always on

I got a new permanent friend: An upward-pointing arrow in the top right corner.

It first visited me some time this afternoon and now refuses to leave. It should indicate, that an app is using the location service, but it can't get rid of it.

So far, have I rebooted, done a Deep Clean of the memory with XSysInfo, removed all apps from the Multitaskbar and also done a soft reset. Once the device powers up, everything looks normal, but after a second or so, does the arrow come back and stays.

Any ideas, as to what might cause this? I am befuddled: My iPad doesn't make sense.

Did you download Crackle lately? It'll keep the location services on until you turn it off manually in the Settings. Just a thought...

Free wireless also uses location services. Look at location services on the general options of setting app.
