I forgot to isolate the battery connection before putting a new LCD on. Once I connected, the new LCD, it did not register any thing. I plugged into my laptop, and it is still registering on there. Put the screen is blank. I did the flashlight test and I don't see anything. What do I do?

You’ve likely shorted the backlight inverter or damaged the logic board. The flashlight test is not foolproof in diagnosing a defective backlight inverter.
You would need to take the iPad to a repair shop that is willing to look at an iPad that was damaged when you tried to fix it. If they do, the cost could be more than the iPad is worth. Apple will almost certainly refuse to fix it.
