Yes, it is necessary to repair the dock. But it's up to you when to do it. The repair work takes about 2 days, I think, before the first boat will come.

I usually buy up the items from sellers level 10 or under just to help them out.

I had a new lower level neighbor that every time I went to their box it was full up of bacon and eggs at max price. So I bought them all, it was over 20. I returned hours later and it's full of bacon and eggs again, I'm gonna leave them for someone else this time.

How large the barn need to be in order to keep all the stuff for the boat? Is it wort to open more than 4 queues on each machine ? Does it speed it up all?

My barn is at 525 and wifey is at 1000. It's all about how u want ur farm.
And I have 4 que on ALL machines. I think it helps on the items that take a few hours because it allows me to produce things during sleeping/working hours.

I make sure that I have enough ques on each machine that it can run all night. So it depends on how long it takes to make something. The only machines I have that don't run all night while I'm sleeping are the feed mills. I only have 2 ques open on my jam maker and my smelters but sugar and dairy all the way. If that gives you a better idea. As far as the barn, it doesn't matter as long as you have a stock base stock. I keep more bread and sugars on hand because they tend to ask for more of those. Also jam takes so long to make its a good idea to have a few of each.
