How?
My boat is partially finished, but I can't send it away.
If you cast off, will it come back with new order?

You can't send it away once you start loading it. You can only send it away empty. If you don't want to load it just hit the boat and send it away empty, then another one will come in 4 hours.

I just found out that I can cast off my ship unloaded.

I recalled able to send the boat off early twice. It doesn't always let you sent off early though.
