From what I've observed, it's only around for a few minutes at a time but the time of day varies. I've only caught it twice but seen people post about it 7 other times. There is no routine that I can see. It's just luck. But 3 diamonds aren't worth the hassle to stalk the fishing area. You get diamonds each time the servers go down so it's not like you're desperate.
