Steel can come from any 2 dragons who contain either Metal or Cold as part of their makeup. And the most basic combination which makes steel is plain old Metal + Cold. I got one originally trying just that combo. The other combo which worked for me was Metal + Bluefire.

Good luck. Just remember, there is no guaranteed combination. It's just luck with the right mixture of elements!
