Does the iPad software update downloads in iTunes or in my iPad?

Also does it download without the iPad in recovery mode (I am recovering it and removed it when the iPad software update is downloading)?

Supposedly you can download and update directly to the device but I always update through iTunes with a backup done first.

Just feels safer that way.
