Change color of folders in iPad air

I just got the iPad air, coming from a surface 2 and am not very familiar with it yet. Is there a way to change colors of the folders in my iPad air? I don't like those dark colors.

The colour of the folders on your homescreens depend on your background, they're translucent.








Here are two examples to compare.
If you don't like the colour of the folders, change the background. Then the folders will change too.
