Is there a ccleaner for the ipad that exist for PC ?

No. This type of app isn't very useful for mobile devices. They don't have hard drives in the usual sense. Even if you could find a real use for it, apps can not access the system resources needed to do these types of tasks. And if they could, you'd better trust them a lot, because they would also be able to trash every other app and file on the iPad.
