Cannot download apps

After installing new OS I have sent email regarding new ITunes changes to myself as requested three times, but when trying to download a free app, the window about the ITunes changes reappears once more and the download is halted.
How do I get out of this vicious circle?

Did you scroll down when that popup appears and accept iTunes changes?

I contacted ITunes and apparently it is a known issue which they are trying to fix.
