Can you put apps on the iPad or iPhone outside of the AppStore

This may be a naive question for you experts out there, but can businesses put apps on the iPad or iPhone outside of using the AppStore? How does that work? I know they have to develop and code the app, etc, etc, but do they just put it on their iTunes and sync the iPad to that? Is there a different way?

The business app is placed in the app folder and sync to the ipad, iPhone or iPod. It is not available in the app store

Enterprise developers license is specifically designed to do this. You distribute apps internally without going through the app store.
