Being kicked to home screen.

I recently got a Ipad from my grandma, her old one 16 bit.

I was web surfing to search for games to download and play on it. I happened to be randomly kicked from the webpage (it closed bascially).

I've tried the hard and soft shut off, deleting the app, closing it via multitask bar and redownloading a app. And seem to be still having the problem.

Welcome. I am unsure why you are having this issue I suggest however you use the App Store to down load apps many of which are free. Hope that helps.

I have, but I still get kicked from the App store or from the web browser.
