What are stickies on iPF.net?

What are these "stickies" in the following image, and how does one create one? I see that they are not all created by moderators.

Stickies are threads that are deemed to be of special importance to the forum, and always appear at the top of the list in their respective subforum.

They can only be created by a moderator or administrator. Any thread can be turned into a sticky if necessary, and any sticky can be reverted to an ordinary thread if it becomes obselete.

In the app view they appear in a separate page with its own tab.

Stickies are created by forum staff. Sometimes we get requests from members to make really useful threads a sticky in that particular section and if we agree then that is exactly what we do.
