my win10 computer with iTunes 12.3.0.44 gives a cryptic message about the iPad has to be connected via USB (it is) and won't show or allow the update to be downloaded. My identical computer with win8.1 will recognize the update is available and allow me to download it.
It looks like win10 is treating the USB connection the same as a wifi connection??
The exact message in iTunes is:
IOS 8.4 Connect this iPad using a USB cable in order to update or restore its software.
Seems to be an implied issue with restoring an iPad with iTunes under windoze 10 as well. Be forewarned
