They all come with WiFi; the thing you have to decide is whether you want cellular access or not. Having cellular means you'll always be able to get access. However, it'll cost more to buy an iPad with the cellular radio, plus you'll need a data plan to take advantage of it.

So, ultimately, only you can decide if you want cellular access and are willing to spend the money for it.

Also, a WiFi + cellular iPad has GPS capability, if that's important. It's usable whether or not you have a data plan.
