Missing red dot on Email

Ever since I got my new iPad2 I have noticed that the red dot that shows how many emails you have is missing. Are there steps I can take to fix this?

Easily. Go to Settings > Notifications and find the Mail app. Select it and turn on Badges.

I'm assuming your new iPad 2 came with iOS 5. If not I may have trouble helping, since I can't remember if it was even possible to turn off Badges with 4.x.
