I have managed to get all my ITunes from my Desktop to ICloud and all are playing that I've tried. I can now play on my Music app on my IPad.
I believe what I play automatically downloads (memory is close to 100 percent again).

I would like to stop the downloading or know how to periodically delete the downloads.

Any ideas?

G'day Giles. To stop the automatic Cloud downloads from your PC when connected to your iPad and on WiFi:
Go to Settings>iCloud>Storage & Backup and then push the iCloud Backup slider to "Off"
To periodically delete what is possible to be synced from iCloud, connect iPad to PC and from the iCloud file on your PC then delete anything you would no longer like to appear on your iPad.
