hi I am new to use apple ipad mini i have just bought one it was brand new unsealed in box when i power it up it says no sim card inserted . would i still be able to use this through wireless or will the service provider disconnect the ipad mini and can i get it jailbreaked?? thanks for your help

The iPad doesn't need a SIM card to use the iPad on WiFi. It will work perfectly well without one installed. The cellular carrier has no control over how you use the iPad on WiFi. If you just bought the iPad, it's likely on iOS 6.1.3, the latest iOS version. There is no available jailbreak for iOS 6.1.3. To check which iOS is currently on your iPad, go to Settings>General>About>Version.

Yes as Scifan has said your wifi will work with or without a sim. For a little bit more info - your GPS will also work without a sim as the chip is built into the iPad itself.
