Hi Raja... - welcome to the forum! 
First, I'm assuming that you mean using the native Mail App on the iPad - if so, when you compose a new emai, there is a + sign to the far right on the To: line - this will allow you to add multiple recipients from your 'Contacts' - however, I don't believe that there is an option to 'save' that list for future use. There are likely some 3rd party apps that may address this issue but I have no experience in using one on the iPad; hopefully others will 'chime in' w/ some advice - good luck.
