I have a WiFi only iPad 2, can I use GPS without Internet connection?

Wifi only iPads don't have GPS, only 3G iPads have this facility although there are aftermarket units that you can use to give the iPad GPS functionality.

I do not understand this as well. Why do you need an internet connection to use the GPS? I was in thailand and could not find my way around using supposedly Offline map apps, very frustrating!
