Exporting an iPad

My girlfriend is currently working in the US and wants to buy an iPad while she's there. We have established that WiFi and 3G will work here in Italy but what about the iTunes account? Presumably she would have to set it up with her italian credit card to be able to use iTunes here.

Is there any issue with an American-bought iPad being used with an Italian iTunes account?

So there are no systems in place to stop someone buying an iPad significantly cheaper in the US and taking it to Europe?
