Bad news and good news, I'm afraid.
Bad news is that, in Contacts on the iPad it's not possible to add a new group, neither is it really possible to access existing groups from, say, the iPad's Mail app if you want to email to a group of people.
Good news is that there is an app that everyone recommends, called MailShot, that allows you to add groups to your Contacts list and to access them from within iPad Mail.
There's a lite (free) version at the App Store (limited to 5 members per group) for you to try-before-you-buy. The very reasonably priced paid version has no such limit. It's universally acclaimed by iPad Forum members - I use it all the time - the Developer is very responsive and is constantly adding new features that Members have requested - yes, I know, you can hardly believe it - a Developer who actually listens to his customers and then acts on what they tell him - got to be a first!!
But, seriously, read the reviews at the App Store and on this Forum...it's great.
